Counseling licensure exams, checked for 2026 and 2027
Five national exams sit on the road to a US counseling license or credential: the NCE and the clinical case exam from NBCC, the CPCE that counseling programs may give before graduation, the AMFTRB exam for marriage and family therapists, and the rehabilitation counselor exam from CRCC. Every table on this site names the handbook or owner's page behind it and the date we last read it.

Start from what you are trying to get, not from the exam names.
A counseling license (LPC, LMHC, LPCC, LCPC and other titles). Your state board names the exam. On our state-by-state table (board pages and a national directory, checked Oct 30, 2026), 21 states take either NBCC exam, 11 grant a first license on the NCE and a clinical tier on the case exam, 8 accept only the case exam and 8 only the NCE. The rest are exceptions: West Virginia lists both exams, Pennsylvania takes the NCE or the rehabilitation counselor exam, and the District of Columbia is not yet verified. Where both count, compare them on NCE vs NCMHCE.
Graduation from a counseling master's. If your program uses the CPCE, you sit it in the program, and it counts for nothing outside it. How it relates to the licensure exam: NCE vs CPCE.
An LMFT license. Boards outside California use the AMFTRB exam; California's board runs a separate state law-and-ethics test plus a clinical exam instead. Steps: how to become an LMFT.
Rehabilitation counseling. The Certified Rehabilitation Counselor (CRC) exam leads to national certification, and Illinois, Pennsylvania and North Carolina also accept it toward the counselor license.
The NCC (National Certified Counselor). A passing score on either licensure exam above, taken through the state route or directly, counts as the exam part of the credential; degree, endorsement and experience rules also apply.
Some boards add a state law exam on top: Texas requires its jurisprudence exam of every LPC candidate, and California's LPCC candidates pass a Law and Ethics Exam before the case exam.
From degree to license
Degree
A graduate counseling degree that covers the eight CACREP content areas. Your program may give the CPCE in the final terms.
Exam
Your board names the exam: NCE, NCMHCE, either one, or both in turn. Whether it must approve you before you register depends on the state: Texas does not require prior approval, and Florida does not for the NCMHCE.
Supervised practice
An associate or intern title while you build hours, for example Texas 3,000 h / ≥18 months, Florida 1,500 h / 2 years.
Full license
The independent license under your state's title; in 11 states a clinical tier follows on the case exam.
Other states
A privilege to practice through the Counseling Compact where it is live, or a license by endorsement.

What changes in 2027
Two of the five exams change next year, on different dates.
On July 1, 2027 both NBCC exams switch to new forms. The NCE drops to 170 questions with three options each, the case exam to 10 cases, and both pass candidates at the same scaled score, 360, instead of a raw cut that moves from form to form. They also share one outline of six domains from then on. The form you get depends on your test date: test before the switch and you sit today's form.
The AMFTRB exam changes with its January 2027 window (155 scored, $389). Neither CCE nor CRCC has announced a change to the CPCE or the CRC exam (checked Oct 30, 2026). Exam by exam: NCE in 2027, NCMHCE in 2027, MFT in 2027, and how the pair compares after the switch on the comparison page.

Question 1 of 5 · NCE · Professional Counseling Orientation and Ethical Practice
Which statement accurately describes the Counseling Compact?
This overstates its reach: only licensees of a member state qualify, and the privilege covers member states only, not the whole country.
There is no national counseling license; a Compact privilege is tied to a home-state license and is valid only in member states, so this confuses the Compact with a federal license.
A counselor with an unencumbered license in a home member state can obtain a privilege to practice, in person or by telehealth, in the other states that have joined.
Each member state's board keeps licensing and disciplining counselors who practice there; the Compact commission coordinates rules and data, it does not replace the boards.
Question 2 of 5 · NCMHCE · Intake, Assessment, and Diagnosis · 25%
During an MSE, a well-groomed client shows tangential speech and loose associations. What would you assess next?
Serial arithmetic tests concentration, which is not the priority once a thought disorder suggests possible psychosis.
Tangential speech and loose associations show a disorganized thought process, so the next step is to check perception and thought content for hallucinations or delusions that point to psychosis.
Reading comprehension is an educational skill and is not part of the mental status exam.
Long-term memory belongs to cognitive testing and does not follow from a problem with thought process.
Question 3 of 5 · CPCE · Counseling and Helping Relationships · 12.5%
In Schein's process consultation, what is the consultant's main role?
Process consultation builds the client system's own capacity: the consultant works jointly with the organization so it learns to see and fix its problems, and the help outlasts the engagement.
Diagnosing and prescribing is Schein's doctor-patient model; it leaves the organization dependent on the consultant instead of building its own problem-solving skill.
Supplying requested expertise is Schein's purchase-of-expertise model, in which the client has already defined the problem and buys an answer; it is the model most often confused with process consultation.
Question 4 of 5 · MFT · Maintaining Ethical, Legal, and Professional Standards · 19%
A marriage and family therapist mistakenly emails a client's treatment summary to the wrong address because of a typo. What is the MOST appropriate response?
Asking for deletion limits the spread, but declaring the matter closed skips the notice the client is owed under AAMFT 2.6; containment and notice are both required.
Making client notice depend on whether the stranger replies confuses the recipient's behavior with the therapist's duty; the breach already happened when the email went out.
Resending to the right address and logging the error internally fixes the delivery, not the disclosure; the client still has not been told their information reached a stranger.
A misdirected treatment summary is a breach of the record: the therapist limits the damage, assesses the risk and tells the client in a timely way, as AAMFT 2.6 and HIPAA/state breach rules require.
Question 5 of 5 · CRC · Assessment/Evaluation, Occupational Analysis, and Service Implementation · 10.7%
A former retail store manager with a C6 spinal cord injury cannot return to her previous job. To identify jobs that fit her work history and residual abilities, the counselor should conduct a:
A transferable skills analysis profiles the worker traits of her past jobs, adjusts them for her current residual functional capacity, and matches what remains to related occupations, which is exactly the task in the stem.
A situational assessment watches work behaviors such as pace and response to supervision in a real or simulated setting; it does not mine a work history for skills that carry over to new jobs.
An interest inventory measures what she likes to do, not which acquired skills and aptitudes transfer within her new physical limits; this option confuses preferences with abilities.
A labor market survey checks openings, wages, and hiring requirements for occupations already identified, so it comes after the skills analysis rather than replacing it.

Practice apps for each exam
1NCE app
NCE practice questions with every answer explained, in a study app.
Is the NCE or the NCMHCE "the" counseling licensure exam?
Neither, nationally. Each state board picks its exam, and the state table shows four patterns: either exam, the NCE first and the case exam for the clinical tier, the case exam only, or the NCE only.
Does passing the CPCE count toward my license?
No. The CPCE is your master's program's exit exam; a board licenses you on the NCE, the NCMHCE or another exam it names, whatever your CPCE score was.
Which of these exams publish pass rates?
Of the four exam owners, only CRCC does: first-time rates of 45–61% (2025–26). NBCC, CCE and AMFTRB publish none; for the case exam we show a Florida board figure instead, on NCE vs NCMHCE.
Are the practice questions here the exam owners' own?
No. NBCC, CCE, AMFTRB and CRCC do not write or review anything on this site. Some sell their own material, for example the study guides sold by the NBCC Foundation; how we check facts and questions explains where ours come from.
