Passing score · candidate handbook p. 20 and 2027 specifications
NCE passing score, now and from 2027
Today there is no single number to hit. A panel sets a raw cut score for each form of the National Counselor Examination, and equating adjusts it so every form is equally hard to pass. From July 1, 2027 the cut becomes a scaled 360, the same on every form.

Today: a cut set for each form
The cut is set per form, and two steps produce it, as the candidate handbook describes on p. 20:
- Modified Angoff. A committee of subject matter experts evaluates each question and decides how many correct answers show the knowledge and skills needed to pass.
- Equating. No two forms are exactly equal in difficulty, so the cut moves with them: a harder form gets a slightly lower raw cut.
Your raw score is the count of correct answers on the 160 scored questions; the field-test items do not count and are not marked.
Forum numbers are not the pass mark
Figures like "70 percent" or "about 110 correct" circulate in study groups and on prep sites. None comes from NBCC, and none can be right for every form, because the cut moves with each form's difficulty. Aim to master the outline, not to bank a number of correct answers.
From July 1, 2027: a scaled 360
The 2027 specifications replace raw cuts with a scaled score of 360 on a 100–500 scale, the same on every form. Scaled does not mean percent, and the specification says so directly: 400 is not 80 percent of anything. Equating still happens; it runs behind the scale, so the number you need stays the same from form to form.
The score report also adds feedback by domain. Testing in June 2027 means the old form and the old rules; July means the new ones. NBCC plans no overlap.

Is there a pass rate?
Not a national one: NBCC publishes none. Programs whose students apply for the NCC while still enrolled get aggregate scores. That means any national figure you see quoted is somebody's estimate. Counseling programs accredited by CACREP publish outcome data, and some list their graduates' results on this exam; treat such a figure as one program's cohort, not the field. A comparison with the clinical case exam is on NCE vs NCMHCE.
So how hard is it?
Hard in a specific way. The questions test recall and recognition more than clinical judgment, but they range across the CACREP areas and a clinical domain that alone is 29% of the outline, over nearly four hours with one break. If your coursework is years behind you, expect the recall-heavy areas (research statistics, assessment, career theory) to need more than a quick review.
Two ways to spot weak areas early: a timed practice test and the area checklist in the study guide.
Reading your score report
- On screen: an unofficial report as soon as you finish. It shows your score and the passing score of the form you took.
- If you pass: the official result is sent to your state board once that month's testing cycle ends.
- If you fall short: rebuild the plan around your weakest areas, and register again after 30 days.

Passing score, quick answers
How many questions can I miss and still pass?
That varies with the form. The raw cut is set per form out of 160 scored questions and is not published in advance, though your score report shows it. From Jul 1, 2027 the cut is a fixed scaled 360, which again is not a fixed count of misses.
Is the 2027 passing score a percentage?
No. It is a point on a scaled range, and a scaled score does not translate into a share of questions answered correctly.
Do I find out on the day?
Yes, unofficially: the report is shown as soon as you finish. The official score then goes to your board.
